the practice of referendums tough decisions appeared charles de gaulle s fifth republic, in order overcome parliament. referendum can called president constitutional changes, treaty ratification, laws concerning administration or territory. political risks involved made practice rare. constitutional revisions went through super-majority of parliament in congress. therefore, procedure of popular initiative, backed handful of mps, being put in place.
