hastings testified before government bodies railroad rates. there many issues. various railroad lines sought rates advantage. interstate commerce commission (icc) sought see public being served. when panama canal opened in 1914 there major changes needed in routing , rating of freight hauling. of appearances were:
october 17, 1914, chicago, interstate commerce commission. noted shipments water atlantic pacific ports doubled opening of panama canal. in view of competition railroads sought reduce transcontinental rates.
july 17, 1922, san francisco, shipping board. contended features of merchant marine act of 1920 create new sea lanes between atlantic coast , far east detriment of pacific coast ports.
september 15, 1922, oakland, interstate commerce commission. opposed joint rail , water rates proposed southern pacific railroad on grounds discriminate against middle-western shippers.
september 11, 1925, chicago, interstate commerce commission. argued proposed rate increase should leave eastbound rates on perishable products eastern states unchanged encourage continued development of california agriculture.
january 15, 1929, fresno, interstate commerce commission. along southern pacific railroad opposed application of western pacific railroad build rail line in san joaquin valley unneeded.
may 27, 1930, washington dc, senate subcommittee of committee on interstate commerce. testified on issue of long , short haul, desire of railroads set rates differently depending on distance of travel.
june 7, 1935, washington dc, house sub-committee of committee on interstate commerce. testified on pettengill bill amend long , short haul provision of interstate commerce act. argued rate leeway enable railroads compete water shipment through panama canal.
