on 17 june 1967, casco, jerónimo irala burgos, luís alfonso resck, , others founded comisión de defensa de los derechos humanos del paraguay (commission defense of human rights of paraguay), 1 of first independent human rights organizations in latin america . founded casco s forty-ninth birthday, date may have been chosen because not have raised suspicions. commission did not have support @ inception , viewed subversive autocratic regime; however, created part of constitutional revision. casco elected first president of commission , strictly adhered belief people born equal , had same rights, regardless of ideology, or differences in economic, political, religious, or social status. during stroessner era, fear of reprisal curtailed reporting of many human rights abuses. few cases reported obstructed court system, stroessner controlled. many years, commission human rights organization in country denounced violence of regime , attempted assist political prisoners. outside observers, commission appeared ineffective, opposition party organ designed denounce government, records in terror files , memories of prisoners , families report casco regularly helped families find lost members, placing notices of missing persons in newspapers (which kept public informed of frequent kidnappings) while denouncing state-sponsored terrorism position on congress of paraguay. assisted in these tasks numerous men , women, willing if remain in background. under guise of delivering food, these helpers, women, gathered information.
