on 17 july 2015, estonian internal security service launched criminal investigation on savisaar , 6 others in relation bribery allegations. suspected of accepting bribes value of hundreds of thousands of euros in 2014 , 2015 on behalf of himself , estonian centre party. later revealed savisaar suspected of corruption , money laundering. because of ongoing investigation, savisaar suspended mayor s office on 30 september 2015. trial commenced in june 2017.

estonian investigative journalist enno tammer has theorized elmar savisaar not savisaar s biological father, because elmar savisaar arrested on 8 august 1949. tammer went on conclude if savisaar conceived else estonian father, savisaar may not entitled estonian citizenship.
