overview
the highest decision-making body of lcm general assembly ( biennial convention until 2011), group of elected lay , ordained voting members each congregation meets every 2 years , elects executive council headed bishop (president until 1974). while biennial convention in recess, authority delegated executive council.
the lcm divided 3 full regional districts , 1 provisional district headed dean. districts of lcm act middle judicatory of church. specialized subcommittees , divisions include structures support missions, education, social concerns, youth ministries , orang asli ministries.
the ministerium, consisting of ordained pastors of church, attends matters of doctrine, nurture , spiritual care. on local congregation level, local church councils run various lcm congregations. properties of local congregations owned lcm.

when lcm constituted in 1963, title of head of executive council president. title changed bishop in 1974. lcm not organised episcopal polity, retiring bishops not granted title bishop emeritus automatically. instead title conferred general assembly.
