on march 9, king mohammed vi made speech described historical speech in announced several reforms including new constitution country.
in televised speech on friday, 17 june, king mohammed vi announced series of constitutional reforms, put national referendum on 1 july. proposed reforms give prime minister , parliament more executive authority, , make berber official language in morocco, arabic. proposal empower prime minister authority appoint government officials , dissolve parliament - powers held king. however, king remain military commander-in-chief , retain position chair of council of ministers , supreme security council, primary bodies responsible security policy. new constitutional provision confirm king s role highest religious authority in country.
although people celebrating among protesters after king s speech, leaders of 20 february movement rejected proposals insufficient , called continuing protests on 19 june 2011. on 29 june 2011, protesters called boycott of referendum. referendum held on june 1, , moroccans said yes 98% yes 2% no turnout.
