organizational development
military surface deployment , distribution command (sddc) traces organizational lineage army s former office of chief of transportation, established 31 july 1942. fourteen years later, defense department established separate agency carry out traffic management functions. on 1 may 1956, sddcs original mandate began when secretary of defense designated secretary of army single manager military traffic within united states.

on 1 july 1956, army established military traffic management agency (mtma) carry out single-manager functions. originally, mtma did not operate military ocean terminals, function held u.s. army transportation terminal command (a transportation corps component).
the original mtma did not feature port commands did include 5 regional offices: eastern (pittsburgh, pa), western (oakland, ca), central (st. louis, mo), southwestern (dallas, tx), , southeastern (atlanta, ga). arrangement lasted until 1965. oakland headquarters remained same after time. mtma , dtms called field offices traffic regions.

mtma lasted 5 , 1 half years. then, part of overall dod restructuring, secretary of defense robert mcnamara transferred organization newly established defense supply agency (dsa). on 1 january 1962, re-designated mtma defense traffic management service (dtms). united states army materiel command took on military ocean terminals. however, dod , congressional concerns on duplication in military logistics led further reorganizations. after detailed reexamination of defense transportation system, mcnamara designated secretary of army single manager military traffic, land transportation, , common-user ocean terminals on 19 november 1964.

to execute centralized management concept, joint service planning staff formed establish agency, military traffic management , terminal service (mtmts). dod formally activated mtmts jointly staffed army major command on 15 february 1965. mtmts assumed responsibilities assigned defense traffic management service , terminal operations functions of u.s. army supply , maintenance command (a component of army materiel command). approval , publication of single-manager charter on 24 june 1965, mtmts joined military air transport service (now air mobility command) , military sea transport service (now military sealift command) in providing complete transportation services department of defense.
the formation of military traffic management , terminal service resulted in tremendous change in command s organization. since mtmts operated military ocean terminals, focused area command structure on ports. upon command s formation former eastern traffic region headquarters moved brooklyn army terminal in brooklyn, ny, , became eastern area. western area (formerly traffic region) headquarters remained @ oakland, ca. mtmts abolished southwestern , southeastern field offices. 2 years, however, mtmts retained central area command in st. louis, mo.
to streamline operations further, command disestablished headquarters in 1967 , transferred functions eastern area. mtms maintained eastern area headquarters @ brooklyn, n.y. until september 1975 when moved bayonne n.j.
in 1966 transportation engineering agency, fort eustis, va, army s activity traffic , transportability engineering expertise became major component of mtmts.
mtmts provided support vietnam war through cargo operations @ military ocean terminals @ oakland ca, (motba), bayonne, new jersey (motby) , sunny point, nc (motsu) commercial ports. in earlier years of war mtmts shipped soldiers surface western area (primarily oakland). 1967 troops rotated vietnam in small groups or individually, fewer soldiers went surface; airlifted theater.
as means of easing serious congestion , ship delay, mtmts in 1966 initiated practice of sending full shiploads single ports of debarkation in theater whenever possible. continued practice throughout war. between 1965 , 1969 mtms in conjunction military sealift command transported on 22,000,000 short tons (20,000,000 t) of dry cargo , on 14,000,000 short tons (13,000,000 t) of bulk petroleum vietnam.

united states transportation command
on 1 october 1988, mtmc, along military sealift command , military airlift command officially became components of united states transportation command (transcom). created on 18 april 1987, transcom began official operations on 1 october 1987, dod s single unified transportation command.
transcom s mission integrate global air, land , sea transportation in support of national security objectives. mtmc, msc , amc remained major commands of parent services , have continued perform service-unique missions under direction of military departments. on 1992-02-14 dod gave transcom control of service-operated transportation in both peace , war.
