ulumi graduated university of kabul magna cum laude in 1966.

ulumi saw action @ battle of jalalabad, played important role in defeating mujihadeen offensive. following success @ jalalabad given new position governor of kandahar.

in new role governor, ulumi enacted number of major changes regional government policy in order implement afghan government s national reconciliation. firstly, persuaded president najibullah withdraw abdul rashid dostum s hated jouzjani militia kandahar, stopped forced conscription army, encouraged local unemployed youth join local paid militia defend kandahar, complied prisoner release requests moderate mujihadeen commanders, , didn t interfere mujihadeen-run narcotics smuggling trade.

ulumi co-opted local mujahideen forces providing them incentives, such money or permission visit families within kandahar, in exchange mujahideen scaling down attacks on local government forces.

end of conflict

ulumi, commander of afghan government forces in kabul, surrendered kabul in april 1992 advancing mujahideen forces. after conflict had ended ulumi moved netherlands, lived in landgraaf. returned afghanistan after overthrow of taliban in 2001.
