2008

in 2008, heinrich filed papers run in new mexico s 1st congressional district, based in albuquerque. planned challenge five-term republican incumbent heather wilson, wilson retired run u.s. senate seat vacated retiring republican pete domenici. heinrich won democratic primary on june 4, 2008, defeating new mexico secretary of state rebecca vigil-giron, state health secretary michelle lujan grisham, , u.s. army veteran robert pidcock 44%-25%-24%-8%.

in general election, heinrich faced bernalillo county sheriff darren white, whom heinrich s campaign focused on linking president george w. bush. heinrich called energy independence , end war in iraq. defeated white, 56%-44%, carrying 3 of district s 5 counties: bernalillo (56%), sandoval (56%), , valencia (53%). white won santa fe (64%) , torrance (57%) counties. upon swearing in on january 3, 2009, became first democrat represent district. district had been in republican hands since new mexico split districts in 1969, has become increasingly friendly democrats in recent years; has not supported republican president since 1988.

2010

heinrich challenged republican jon barela, told politico did not believe heinrich reflected district, saying far left on budget , spending issues. during 2010 campaign, roll call reported democratic congressional campaign committee assigned lobbyist aid in reelection campaigns of possibly vulnerable house members in fundraising, messaging , campaign strategy. heinrich elected second term, defeating barela 52%-48%, , carrying 2 of district s counties: bernalillo (53%) , sandoval (51%). barela won santa fe (67%), torrance (61%), , valencia (53%) counties.

on january 14, 2009, heinrich elected house democratic freshmen six-month term freshmen class president. co-sponsored stop congressional pay raise act, cancel automatic $4,700 salary raise members of congress.

health care

on march 21, 2010, heinrich voted patient protection , affordable care act (commonly called obamacare or affordable care act).

abortion

naral pro-choice america pac endorsed heinrich in 2010.

heinrich received 100% score naral in 2009.

environment

heinrich has identified himself environmentalist throughout career. served executive director of cottonwood gulch foundation, new mexico non-profit organization dedicated educating young people on natural science , environment, , founded own public affairs consulting firm.

later, member of albuquerque city council, advocated use of wind , solar power. in february 2006, appointed governor bill richardson state s natural resources trustee. served on executive committee of sierra club s rio grande chapter. in august 2011, received sierra club s first endorsement of 2012 election cycle. opposes construction of keystone pipeline. supports cap-and-trade legislation.

same-sex marriage

in 2008, heinrich stated, not supportive of gay marriage, believe in united states has same civil rights in front of government. think s important civil rights available heterosexual couples should available every single gay couple wants make same sort of commitments.

after 2012 senate primary opponent, hector balderas, announced support same-sex marriage, heinrich s staff released statement new mexico independent newspaper stating, martin has supported gay marriage time. don t think asked it. asking! original cosponsor of congressman jerry nadler s 2009 legislation repeal defense of marriage act.

gun law

heinrich opposed legislation have reinstated federal assault weapons ban. supported bills create national standard concealed carrying of firearms across state lines, , co-sponsored legislation ease restrictions on sales of firearms across state lines.

in response 2017 las vegas shooting, heinrich stated congress needed pass legislative changes combat gun violence.

ojito wilderness

in 2008, heinrich criticized new mexico republican party work on creation of ojito national wilderness, said amounted unregistered lobbying. heinrich responded work advocacy did not require lobbying disclosure.

armed forces

heinrich member of house armed services committee. during time in congress, heinrich has maintained strong opposition war in iraq, , supports swift end of combat operations in afghanistan.

in 2011, voted against national defense authorization act conference report because objected language requiring suspected foreign terrorists taken custody military instead of civilian law enforcement authorities.
