all municipalities have following competences, regulated law nr. 03/l-040 of constitution of kosovo:

in addition, municipalities serb majorities have additional powers on appointment of local police commanders, religious , cultural heritage sites within boundaries; of them have competences on universities , secondary health in non-serb-majority municipalities matter central government (and, through right of association of municipalities, serb-majority municipalities not given these powers may exercise them in association do).
