the uruguayan constitution allows citizens challenge laws approved parliament use of referendum or propose changes constitution use of plebiscite. right has been used few times in past 15 years: in 1989, confirm or reject amnesty members of military violated human rights during military regime (1973–1985); in 1989, increase pensioners incomes; in 1992, consider partial privatization of public utilities companies; and, in 2004, maintain water resources in government control.
