constitutional referendums
the current constitution of ireland adopted plebiscite on 1 july 1937. in ireland every constitutional amendment must approved referendum; 35 such referendums have occurred enactment of current constitution end of 2015. constitutional amendments first adopted both houses of oireachtas (parliament), submitted referendum, , signed law president. signature merely formality: president cannot refuse sign law amendment has been approved in referendum.
ordinary referendums
article 27 of constitution provides referendum on ordinary bill, known ordinary referendum .
this can occur in 2 circumstances.
first, if bill passed in ordinary manner provision sent referendum. second, bill that, in opinion of president, of such national importance of people ought ascertained if requested majority of senate , third of dail eireann. article 27 intended bills particularly contentious, controversial or of high importance. despite there having been many bills fitting these criteria, article 27 has never been used.
